How to apply for state social assistance for a child with a disability?
The state provides social assistance (SSA) to children with disabilities up to the age of 18. Also, children who have not been officially diagnosed with a disability but have appropriate medical indications (according to CMU Resolution No. 889).
The term of the allowance is for the period specified in the a medical report on a child with a disabilitybut not longer than until the child reaches the age of majority.
Please note, which, taking into account Resolution of the Cabinet of Ministers of Ukraine No. 889 of July 26, 2001 "On the Procedure for Approval of the List of Medical Indications Giving the Right to Receive State Social Assistance for Disabled Children Under 18" SSI for children without disabilities, but with appropriate medical indications, is prescribed until they reach the age of 18, not 16, as stated in the Order of the Ministry of Health, Ministry of Labor, Ministry of Finance of November 08, 2001, No. 454/471/516 "On Approval of the List of Medical Indications Giving the Right to Receive State Social Assistance for Disabled Children Under the Age of 16" (this order needs to be brought in line with Government Resolution No. 889).
How much is the aid in 2025?
- The principal amount of the DSI:
70% of the subsistence minimum for persons who have lost their ability to work
UAH 2,361 × 70% = UAH 1,652.70 per month
- Care allowance:
It is granted in addition to the main amount of the SSI, depending on the child's age and the presence of a disability subgroup:
- for a child with a disability of subgroup A - 200 % of the subsistence level for children of the corresponding age. In 2025: for children under 6 years of age - UAH 2,563 * 200 % = 5 126 UAHfor children aged 6 to 18 years - UAH 3 196 * 200 % = UAH 6,392;
- for a child with a disability - 50 % of the subsistence level for children of the corresponding age. In 2025: for children under 6 years of age - UAH 2,563 * 50 % = UAH 1,281.5for children aged 6 to 18 years - UAH 3 196 * 50 % = UAH 1,598.

- or to a bank account for social payments (for example, in PrivatBank or Oschadbank)
How do I apply for assistance?
Where to go:
- or to the social protection authority,
- or to an authorized person of the village, town or city council,
- or to the ASC.
What you need to submit:
- Зapplication for the appointment of the DSI upon presentation of an identity document (passport + TIN)
- These are the documents:
– копію свідоцтва про народження дитини;
– копію рішення про встановлення опіки (піклування) та призначення дитині з інвалідністю опікуна (піклувальника) (за наявності);
– довідку з місця навчання із зазначенням перебування (неперебування) дитини на повному державному утриманні;
– реквізитів банківського рахунку для отримання соціальних виплат (IBAN).
It is not necessary to submit the child's identification code.

How to submit documents online?
You can fill out the application in electronic form:
- or through website of the Ministry of Social Policy,
- or through the information systems of government/local authorities,
- or through Unified state web portal of electronic services.
The online application must specify the series and number of the birth certificate. Documents are attached in the form of scans/photos.
The decision is made within 10 days after receipt of the full package of documents. Assistance is assigned from the date of application.
Checklist: How to apply for state social assistance for a child with a disability

- The child has a disability (under 18 years of age), or

How do I apply for an allowance for caring for a sick child?
If your child has a serious illness but is not diagnosed with a disability, you can receive state assistance for their care.
Who is eligible for this assistance?
The legal representatives of the child (in particular, one of the parents, adoptive parent, guardian, foster parent, foster parents) who permanently reside with the child and take care of the child are entitled to the assistance.
Assistance is provided if the child has one or more of the following diseases or conditions:
- severe perinatal lesions of the nervous system;
- severe congenital malformations;
- rare (orphan) diseases;
- oncological and oncohematological diseases;
- infantile cerebral palsy;
- severe mental disorders;
- Type I diabetes mellitus (insulin-dependent);
- acute or chronic kidney disease of the IV degree;
- serious injuries;
- the need for organ transplantation;
- the need for palliative care.

How to submit documents?
Submit an application to the social protection authority or to an official of the executive body of the village, town or city council, or to an official of the administrative service center at the declared (registered) place of residence (stay):
- in person;
- by mail;
- online - through the Diia Portal or the official website of the Ministry of Social Policy, or information systems of executive authorities and local self-government bodies integrated with it.
Please attach the following documents to your application:
- a copy of the child's birth certificate (with the original);
- a document confirming your authority as a legal representative (if you are not a parent);
- a certificate from the Medical Advisory Commission (MAC) confirming the diagnosis.
How much and for how long is the benefit paid?
SizeTwo amounts of the subsistence minimum for children of the corresponding age.
Duration.: the allowance is granted for 6 months.
Frequency of paymentsmonthly - via Ukrposhta or to a bank account.
If a child is diagnosed with a disability during the period of benefit payment, the benefit is paid until the date of the disability.
The payment starts from the date of application (the application is processed within 10 days).
The allowance is paid regardless of whether you receive other types of state aid.
How can I extend the payment?
To extend the benefit for another 6 months, you need to submit a new application and a certificate from the Medical and Psychiatric Clinical Commission within one month after the end of the previous period.
In wartime: even if you missed the deadline for submitting documents, the payment is not suspended - it is automatically extended for another month after the end of martial law.
If you are abroad
During martial law, you can send an application with documents by mail to the social security authority at the place of your official registration in Ukraine or to the address of the regional social security department.

What benefits are provided for children with disabilities and their families?
Ukraine provides a number of state guarantees, benefits and social services for children with disabilities and their families. They cover various areas of life: healthcare, education, social protection, transportation, housing, etc. In particular, they include:
- preferential access to medicines;
- providing rehabilitation equipment;
- care assistance;
- preferential transportation;
- advantages when applying to a university;
- reduced working hours/extra leave for parents, etc.

How do I get free medicines for my child?
Children with certain diseases are entitled to free provision of medicines included in the List of drugsprocured from the state budget, as well as under the "Affordable Medicines" program.
Free medicines in hospitals
If a drug is on the state list and is prescribed for a child, it should be provided free of charge in a hospital.
What needs to be done:
- Undergo an examination, take tests and get an official diagnosis.
- Get a prescription from a doctor.
- Receive medicines free of charge at the hospital.
If your hospital does not have the necessary drugs:
- or go to another hospital that has this medicine;
- or initiate the redistribution of medicines through the head of the medical institution (you must submit a written request).
Program "Available medicines"
Some medicines for the treatment of children can be obtained free of charge or with partial payment at pharmacies under the Affordable Medicines program.
How to get medicines:
- Visit your family doctor, general practitioner, or pediatrician.
- Get an ePrescription:
- in the form of an SMS with a 16-digit code and a confirmation code;
- or as a paper information memo/prescription.
The first prescription can be obtained remotely, without visiting a doctor.
- Visit a participating pharmacy and present the prescription code, information leaflet, or paper prescription.
- Get medicines for free or with a co-payment.

If the pharmacy does not have the drugs - You can:
- or order them;
- or go to another pharmacy.
Validity of ePrescriptions:
- 10 days - for narcotic drugs.
- 30 days - for medicines under the "Affordable Medicines" program.

What transplantation financing programs exist?
The costs of organ transplants, cancer treatment and other expensive medical services can be fully covered by the state or partially covered by non-governmental programs.
Medical guarantee program
The Medical Guarantee Program, implemented by the National Health Service of Ukraine (NHSU), provides for full funding of a number of complex medical services.
In particular, the state covers it:
Organ transplantation:
- transplantation for children and adults;
- transplantation of hematopoietic stem cells.
